Poach protection

Do we know if there is some type of poach protection outside of the regular season? Like if a small org ascends to vct does riot just give them the 500k and call it a day hoping they can increase the salaries of the players? They said Riot would have some poach protection but is it just roster lock so that tier 1 teams cant take players from the active tier 2 teams? Or will there be more systems in the offseason?

Ok so I watched it and it is undisclosed whether or not teams are prevented from poaching since its in the participation agreement contract which seems to be confidential. Thank you for the vid tho had some cool stuff that was worth learning about the league.
