C9W on Ascension question

Franchised org can have an ascension team at the same time?
I thought they can't since someone told me franchised org cannot have an academy team
Or does it mean Bob gonna leave C9W?

GC teams last year were exempt from this rule. I assume the same will apply here

I don't want to sound rude or offensive but I'll be brutally honest and say its impossible for them to rank in top 10 let alone come first and win.
