APAC 1 = 1st seed
APAC 2 = 3rd seed
KR = 2nd seed
JP = 3rd seed
EMEA 1 2 3 = 1, 2, 3 seed
NA 1 2 = 1 2 seed
SA/LATAM winner from LCQ = 1st seed
SA/LATAM other team = 2nd seed
SA/LATAM LCQ = 3rd seed

  • All 1st seed goes to playoffs
  • Group consist of 2 2nd seed and 2 3rd seed.
  • Match placement is 2nd seed vs 3rd seed

This apply to Master 1 too.
If you think this way, it all makes sense now.
No unbalanced group placement. It's all depends from their results in challenger.

Why should APAC 2nd be placed 3rd?
And why should japan be placed below Korea when they had a much better result in stage 1?

Honestly just make it so LATAM and Brazil is one region since there are only 4 reasonably competitive team in both region. Might as well make them like the EMEA challengers format with 3 teams qualifying

This is a pattern that I got from Master 1 & 2 group placement.
Other than this the only possible explanation is that they place group randomly. But considering it's RITO, they always use weird seeding
