instead of "adept" i think the best translation is "Used to" so the right translations would be "vietnam isnt used to the coronavirus lockdown"(implying that because of vietnam's early actions agains covid that they didnt really have to lockdown any part of vietnam)

Tagalog and Filipino are different terms,

Tagalog is a regional language mostly spoken in Luzon island
Filipino is the national language created for the Philippines, derived from Tagalog (although nothing significant really changed)

but idk if someone asks me what language i speak i could say either since again nothing significant really separates them

filipino - by definition it is the standard language of the country which uses tagalog as a base language and it should incorporate other filipino languages(ie bisaya, ilocano, hiligaynon, etc). atleast that was supposed to be the mission of the "filipino language" now filipino is just plainly tagalog
tagalog - the main language spoken in manila/metro manila.
