Don’t blame Riot for not choosing them. OpTic had several financial issues that couldn’t get fixed.

In 2019, Immortals acquired OpTic's spot for their parent org, Infinite Esports and Entertainment, leaving HecZ to leave the team and his position as CEO. Luckily, last year, Team Envy acquired OpTic as a merger, and soon for OpTic to take the name for all rosters. So, after months and years of depending on their CS, COD, and other esports rosters, financial stability went over the place until the takeover, even though revenue isn't too high compared to 100T or C9.

Optic also has some problems internally, blame them for not selling whole Optic roster for cheap price xD

Riot is an esport and it might be very much bigger than these 5 players as a whole,
Below, HardStuckDiamond explains very well why Optic rightfully didn't get in franchising.
Also i do think they would have made it if hastr0 didn't give envy's roster to optic
