I think signing Kanpeki was just a buffer move until Sinatraa completes his conduct training which would end in a few months. They most likely are holding out with Kanpeki till Masters 2 until Sinatraa can rejoin as the initiator while Sick gets a decent amount of tier 1 experience on smokes and make a run to qualify for Champions 2022.
