did this guy steal his name from Fisker(Swedish)?

Fisker was a swedish CS1.6 player that played for teams like mTw, team9 and was notably in a dominant in SK gaming in 2003 winning 7 tournaments in a row and ultimately changing the counter-strike meta.

it's because its the same name Fisker from sweden used to use and he is the first Fisker just like ScreaM was stolen from another swedish player ScreaM same with GuardiaN who was a finnish player, so I'm wondering if he was actually inspired to use his name or not.

I don't think it should be called stealing. You can listen a name for the first time and it can get stuck in your head. I'm not saying the og player has nothing to do with it. They can probably just be inspired by them and then take on the name. Nobody has a copyright over their in-game names.
