That's the rules of the game, if the ball isn't completely out, it's a goal, the goal is clean

oh i didnt saw that live...i watched the other game i saw some people talking about it and it seemed it was out and that goal sent germany home so there are some if not

Look at the ball as a whole. Yes, it may be behind the line, but a fraction or so is still Over the line meaning it's still in. It's an actual rule of the game yes.
