instead of letting the clock run through the entire game and adding a random amount of minutes to each half, why don’t they stop the clock?

stop the clock when there’s a free kick, penalty shot, foul, throw in, etc.

then when the time runs out, let the team with possession play until they lose possession

what’s the point in having a clock if it isn’t run properly?

It's not actually a bad idea, this. There's an increasing number of big names and news outlets suggesting this idea, bc time wasting is becoming more and more of an issue. I'd prefer if they just added more additional time at the end, but this is something that could be implemented in the future

i think it's more of a placebo effect to excite fans by providing a very small overtime window

Stopping the clock could be better honestly. But the thing is additional time often give us memorable and decisive moment, like a comeback etc. U could see that in Wales vs Iran
