I only recall Kazakhstan(not 100% sure),Estonia,Latvia,Balkans,some parts of CIS,Oceania,China and Mongolia.
What other regions do not have any route to play in VCT whatsoever?
(some regions listed above may already have access now because my memory is shite)

Oceania will have their own Challengers for 2023.

The game isn't approved in China. Trust me, once the game is approved, Riot will take care of them.

True but OP whats asking about regions that dont have any chance to ascent to Tier 1 scene... LAN has regional tournament (i doubt they gonna make it considering theyll have to compete with every other NA team on the ascension league (like TSM, V1, Shopify Rebellion, etc)

It's kinda complicated, the point of a business is to make as much profit as possible. There are lots of issues in Africa, I don't think making African servers is gonna have a good return on investment (No popular online game has an African server btw, not just riot).
There are electricity issues, we don't have power supply 24/7.
Financial issues, the minimum monthly wage of some African countries, like where I'm from, can't even purchase a glitchpop dagger, and lots of people don't even make up to that wage in a month, so it's rare to see folks with gaming PCs around.

About China: according to video announce of 2023 format Hong Kong + Taiwan will have their own challengers league.
