its the opposite, they just didn't sign indo players because it is rumored that the best indo players weren't willing to sign their shady contracts so they just retained their old Filipino roster. Indonesia has probably been the most consistent region in apac aside from prx and xia, they just never made it past 3-4th until boom got to champs in lcq

there is no way a franchise org cant afford to buyout their own local players. Unless rrq is lying to riot about their financial stability to get that franchise money and clout
