idk man, i think is pure luck based.
I mean i don't even have a lot of skins and my markets always looks like this:

Of those that can appear on the market, i only have a oni phantom, prime vandal and spectre, forsaken vandal, and sakura stinger.
I mean there are a lot of skins that i never got on those instances.
