most franchise spots will likely go to teams with teams in the League franchise (ex: 100T, C9), but i don't think there's any "requirements". it's up to riot's discretion on what teams they want.
financial stability and assets, commitment, ability to create content, fanbase
+ no big PR fuckups
money and popularity, show how much they have invested in Val (staffs, contents ,etc)
